NEW HAVEN TOWN BOARD BUDGET WORKSHOP

HELD JUNE 19, 2018

CALL TO ORDER

Deputy Supervisor William Rombough called the budget workshop for June 19th to order at 5:05 p.m. at the New Haven Town Hall. Roll call: Councilwoman Mary Curcio, Councilwoman Patricia Prosser, Councilman William Rombough, present. Councilman Dan Barney and Supervisor Timothy Teifke were absent. Also present was Deputy Town Clerk Jennifer Woolson.

BUSINESS

Planning for the Future: Councilwoman Mary Curcio shared helpful information she received from the NYS comptroller's office about the Town of New Haven's financial history. Mary also explained the importance of planning and designating the towns fund balance in order to budget effectively for the town's future. Councilwoman Mary Curcio shared an equipment replacement plan spreadsheet she created showing how to designate funds for future equipment purchases.

NEW HAVEN TOWN BOARD BUDGET WORKSHOP

HELD AUGUST 21, 2018

CALL TO ORDER

Supervisor Timothy Teifke called the budget workshop for August 21st to order at 5:00 p.m. at the New Haven Town Hall. Roll call: Councilman Dan Barney, Councilwoman Mary Curcio, Councilwoman Patricia Prosser, Councilman William Rombough, and Supervisor Timothy Teifke present.

BUSINESS

Highway 5 Year Plan: Councilwoman Mary Curcio shared an equipment replacement plan spreadsheet she created showing how to designate funds for future equipment purchases.
Pickup Replacement: Highway Superintendent, Robert Parkhurst stated that in the past we have replaced the pickups every 2 years. The price we pay on state bid is so low that when we sell them on Auctions International we usually get almost as much as we paid for the truck.
Personnel Committee: The Personnel Committee presented their final report showing how salaries for Town of New Haven personnel compared to similar towns.

HELD OCTOBER 16, 2018

CALL TO ORDER

Supervisor Timothy Teifke called the budget workshop for October 16th to order at 5:00 p.m. at the New Haven Town Hall. Roll call: Councilman Daniel Barney, Councilwoman Mary Curcio, Councilwoman Patricia Prosser, Councilman William Rombough, and Supervisor Timothy Teifke present. Also present were CEO Ron Marsden, Bookkeeper Tracy Samson, Town Clerk Debra Allen, and Deputy Town Clerk Jennifer Woolson and one member of the public.

BUSINESS

2019 General Fund Budget: The general fund budget was reviewed thru A4540.4 with a few adjustments made to the preliminary budget. No resolutions were proposed or adopted at the meeting, which was a workshop meeting only.

Next Meeting: The next budget workshop is scheduled for October 23rd at 5:00pm.

HELD OCTOBER 2, 2018

CALL TO ORDER

Supervisor Timothy Teifke called the budget workshop for October 2nd to order at 5:00 p.m. at the New Haven Town Hall. Roll call: Councilman Daniel Barney, Councilwoman Mary Curcio, Councilwoman Patricia Prosser, Councilman William Rombough, and Supervisor Timothy Teifke present. Also present were Highway Superintendent Robert Parkhurst, Bookkeeper Tracy Samson, Town Clerk Debra Allen, and Deputy Town Clerk Jennifer Woolson.

BUSINESS

2019 Highway Fund Budget: The highway budget was reviewed with no adjustments made to the preliminary budget. No resolutions were proposed or adopted at the meeting, which was a workshop meeting only.

Retiree Benefits: The need to budget for benefits for the Town’s current employees after retirement was discussed. Mark See will be asked to advise the board as to how to budget the money.

Money to Purchase Highway Equipment: The need to budget money for the purchase of highway equipment in the future was discussed. The board would like to set aside all but $100,000.00 of the current unexpended fund balance in the Highway fund and $100,000.00 of the current unexpended balance in the General fund for the purchase of highway equipment. Mark See will be asked to advise the board as to how to budget the money so that it is in reserve fund, but would be still available for use in an emergency.

McFee Ambulance: Mike Solazzo, Michele Forsyth & Val Johnson of McFee Ambulance gave a presentation on their services and presented three contracts asking the Town to approve the contract they feel is most fair and fits within the Town’s budget. They would like to meet with all the Towns in their service area in November to discuss options for the future.

Next Meeting: The next budget workshop is scheduled for October 16th at 5:00pm.

Councilwoman Mary Curcio absent Also present were Bookkeeper Tracy Samson, Budget & Account Consultant Mark See, Town Clerk Debra Allen, and Deputy Town Clerk Jennifer Woolson and one member of the public.

BUSINESS

2019 General Fund Budget: The remainder of general fund budget was reviewed as well as the special districts. No resolutions were proposed or adopted regarding the budget.

Sexual Harassment Policy. Motion by Patricia Prosser, second by William Rombough, to adopt the proposed sexual harassment policy as a replacement for the Town’s current policy. Dan Barney, Aye; Patricia Prosser, Aye, William Rombough, Aye; Timothy Teifke, Aye. Carried

Next Meeting: The next budget workshop is scheduled for October 30th at 5:00pm was canceled as it is not needed.
